    Literally used by studio ghibili and it is also professional grade

    You can do 3d and 2d
    3.Synfig studio
    it has rigging but its not good for frame by frame
  2. Krita
    yes it has animating features so just go to dockers and click timeline and onion skinning
  3. Wick Editor
    Literally adobe animate lite so basically the lighter and free version of adobe animate

to be honest I could replace Adobe animate with OpenToonz cuz I tried Adobe animate with free trial and it is uhhhhh decent but not my favorite
