- has simple ui similar to wick
- NOT LAGGY
- High quality exports

Hmmm? If you’re a gamedev guy, we have GDevelop, animation-wise, most vector apps, like Wick, they are paid, also Adobe Animate is the king, and unfortunately, most open-source/free animation apps are non-vector. But there’s Pencil2D, which has some vector tools, but is focused on raster. At least it isn’t abandonware.

The only thing that fits in with the majority of the boxes should be Adobe Animate (I prefer my Adobe Animate in the Macromedia variety, if you ask me). There’s also FOSS alternatives, too, as @noobfield stated.
