That’s becuause you either have
this tool selected called relative brush size, if it is turned on, when you zoom in while making an animation, the brush will change it’s size, i’ve had this problem before, the solution is to turn the option off so tthat way your brush strokes are the same size every time

For those wondering, this feature is also existent in Flash/Animate, so it’s not really a bug.
