You can get a Wacom Intuos (drawing tablet w/ no screen) for under $100.
The Wacom Intuos. I have one, and it’s pretty great! My only problem with it is that the touch area feels small.
I’d strongly recommend the Huion HS64 ($36), as it is what I started out with and it lasted me almost 5 years. If you end up needing a larger tablet, you can upgrade to the HS610 and still use the same pen. It is just as good as the Intuos S if not better.

So which is the better one the HS64 or the Intuos S
Cause I’m going to be using my version of blender, krita, and the old flash version like cs6 or flash 8
For the price (and my experience) I recommend the Intuos S, it also should work with old flash, as the drivers give support to both tablet APIs (Win. Ink and Win. Tablet API) inside Windows.
HS64. It’s similar to the Intuos S in size and it’s cheaper.
So does the HS64! Although, depending on your setup you might have to disable Windows Ink in the Huion settings to use with Flash
