Inkscape files are somewhat supported since Inkscape exports both Inkscape SVG and W3C SVG.
As for scribus, Candlestick has been gaining support for PDF imports.
You can use Luke Tools to import Inkscape files.
I am working on a bone rig tool to animate these also.
They are coming along slowly but work to a point.
