Right now the brush tool can do what the pencil tool does in addition to the pressure sensitivity. I don’t think there is a need for the pencil tool when people can just toggle between the options for the brush tool. Maybe it should be removed.

That’s a good observation. But they do have a major difference: the pencil tool makes lines, and the brush tool makes fills. You can go back and edit the thickness of lines, but brush fills remain exactly the way they are because they can vary in thickness. Resize them and see the difference (lines in black, fills in purple)
They also behave differently when you edit them:
